To echo Greg's post, in most states, you are afforded the ability to photograph/video record public officials. You should check with the state law to confirm. In South Carolina, you can record any conversation, so long as one person has consent; which would obviously be you. You can also record any who does not have an expectation of privacy. Police officers on duty do not have an expectation of privacy, and therefore fall under this provision.
