You've obviously never been in the military. At least the modern military. You lose a piece of your rifle(any piece) or some sort of gear, supply flips its shit, and eventually you have to pay for it. So his idea has merit.

you are quite correct, I have not.  As i said, this is a story i got from a buddy.  And he served in the late 90s

I will tell you this...If he was in a POG unit he may have had to sign out magazines, but in Infantry units magazines are are not something you typically sign out.  So you previously mentioned scenario is entirely plausible.  I had a few mags left in my gear for months and months that I never signed out.

This is true. Mags get "lost" all the time, those aren't a big deal. But I was referencing the fact that a piece of a rifle could just get "lost". No way jose, you walk back into the armory with something as obvious as a carry handle missing, crap is going to hit the fan. Wouldn't you agree?
