So it's an AT-4 without a rocket. That means it's not dangerous; those are fire-and-forget, one-time-use weapons; but of course they have to make a big deal out of this. They're practically just movie props. Of course, most average people don't know that and are going to freak out. I'm not sure if the police and the media both have no clue what they're talking about or if they're just trying to make trouble.
