Police snipers routinely engage targets at less than 200 feet. Their engagement ranges are much less than what is typical in the military. The fact is they are not as accurate, but it doesn't really matter since the military doesn't use them. They are used for home protection, because when you shoot someone you shred the hell out of them and more than likely kill them.

The only people that use that term are idiots in the media or rappers. The specific bullets in question were made from hard brass and were coated in teflon to help reduce barrel wear. The teflon coating does not magically make bullets defeat body armor. Quality JHP rounds are plenty accurate..likely more accurate than you can shoot the gun in the first place. Nearly every LE agency in the country has switched over to JHP rounds by now.
I personally use teflon coated 8mm rounds to penetrate people's chiclone chest rigs.

Just my 2 cents: Black Hills Ammunition has been building and shipping ammo for the GWOT for several years.
Most of what they ship to the military is hollow point match. The Geneva Convention does not cover acts of terror so they can use HP ammo if they want. Also, I shoot match, and HP game loads at 600 yds in a .308 (handloads) the difference of POI is less than a tenth of an inch. Bullet design (Boat tail or non) has more to do with the POI than the nose design in my experience.
