I know a lot about guns, yes it is possible, buy a mag and a real gun to make it real.  I mean that ATF agent was a idiot, mag backwards.
It seems like it would just blow up and not go down the 6mm barrel. 
I love how the government officials have no college education or most don't. 
I thing the ATF thought they where real guns and then where embarrassed and made it up.

If you've already got a real upper and barrel, et al, then chances are you can just as easily get a real lower and would have no need to go through the trouble of buying an airsoft GBB lower...

Only the lower is considered the "gun", and a transferable M16 costs over 10K.  If someone were to attempt to get it working, it would be because it would fire in auto and not just semi...which is what the ATF is so scared of.
