Don't buy one on ebay with a box mag. Buy it from Evike or Airsoft GI. Get the set that comes with a sling, battery, and charger. You probably will want a new battery and charger eventually, but at least you will be able to play right when you get it. Another good option is the Combat Machine M16 Carbine. If you get the CM, you will need to buy a battery and charger separately.
CM M16 Carbine:

CA M15A4 Sportline:

I have both of these guns, and they are both great, especially for starters. Some experienced players use them too, and they can be upgraded if you want to make them better later on.
I reccommend getting a good quality 8.4 volt battery for the CA, or a good quality 9.6 volt for the CM. Also get a smart charger. They stop charging for you and charge faster than wall chargers.
PM Vesper about the CM and GARRETT about the CA.
Also read Dom's Tech Tips. They'll help you keep your gun in good shape.

First of all, Ebay itself is a complete gamble. "Certified by AirsoftGI" means nothing, unless he can prove to you otherwise.
I really truly recommand you to shop at known retailers, such as AirsoftGI, Evike or other.

By that I'm sure he means he bought it from ASGI and it comes with ASGI's original QC chrono papers. Which as you indicate, effectively means nothing when buying it used.
