Scene,
In the chaos of the invasion, the Soviets have just taken Mt Pleasant and are starting their drive into Charleston and surround areas. The National Guard and Militia groups have been taking up defensive positions in the city.
Soviet paratroopers have secured upper i26 and aren't allowing supplies to come through. The locals are starting to get desperate.
The Soviet Navy is moving 2 destroyers into position in Charleston harbor to bombard Guard/Militia locations.
First action:
Secure the Bridge!
Soviet Obj, Claim the Bridge so more troops can come over, get supplies to help win the hearts and minds of he locals
National Guard Obj, Rebuild radio to call in air support and hold on to the bridgehead.
Out come, Bridge won by the Soviets, but the locals are still Pro National Guard, Radio pieces collected
2nd Action
Propaganda Machine
S Obj , Claim media tower to start broadcasting pro Soviet propaganda to the locals
N/M Obj, Hold on to the media center and get a message to Shaw Air Force base to conduct air strikes against Soviet fleet
Side obj keep locals safe
Out come, media center taken by the Soviets, but not before the message to Shaw was sent, the Soviets killed civilians making it much harder to have the "hearts and minds" of the locals.
3rd Action
Secure the Dock
S Obj, Union Pier needs to be secured so that Soviets can land heavy equipment and other critical supplies
N/M Obj, Deny Soviets the pier, hold out long enough to so airstrikes can come in and take out the fleet,
Out come Soviet fleet in harbor destroyed, but it's a hollow victory for the Soviets as they take the pier but no ships can get to it. Soviets now subject to airstrikes.
4th Action
Take Charleston
S Obj, Take Charleston, try to appease locals
N/M Obj, Hold on to Charleston,
Out come N/M Hold Charleston,
Final Action
With Charleston still under N/M control Soviet slip in a low yield tactical nuke into Charleston,
S Obj, get nuke to explode inside Charleston
N/M Obj, stop nuke at all cost,
Out come Nuke explodes
Overall outcome
With the the Soviets in control of Charleston the local populace is out of control and rioting. Until the Soviet Navy can get into the harbor to set up an air defense Soviet troops are still at the mercy of airstrikes. Their ultimate goal of marching to Columbia to take Fort Jackson is out of reach.
