Unfortunately, if it is indeed the 2nd version, it actually encourages camping the opponents respawn.
As soon as that happens the game is basically over, since any players respawning at the HQ would be almost immediately be shot again (and again, and again).

The HQ's area's are pretty big, but if your team can't push 4 or 5 players from the opposing team out of your HQ, then you have more to worry about than spawn camping.
This is just me, but if an OPFOR was attacking my HQ, then I would muster a QRF and push them the F out of my HQ. The fact that your respawn is right there should make it that much easier.

I direct your attention to Zach's excellent video/photos of the captured Bravo HQ at OP: 24-IV....There was no one left to form a QRF and push green out, as 80%+ of the team was dead, prisoner, or scattered to the wind. The couple of remaining live players wisely lit out, and only the need to avoid spawn camping (as it was a rule at that event) and the presence of potential secondary respawn locations prevented that from being "game over" right then and there, as it effectively had been at a previous OP: 24 (D. Smitty will remember).
None the less, it matters not to me personally, as you say it is simply a tactical challenge. Adapt and overcome.

Smitty DOES remember. Nope, you don't have to be on a team. Just show up with a gun, a mask, a dead rag, ammo, and cammo that matches and you can play, and of course, the field fee. Heck, you don't even need the camo. Of course, water and food are a good idea, as are other things you'll need, but aren't STRICTLY required for playing a game.
