To be CQB you will need multiple multi roomed buildings. If you have a limited budget make less buildings and more rooms.

Do you have an architect building your buildings or at least a draft so that when you go to your lawyer, you dont have unstable structures that can be blown over by wind or a Dominum slamming into the side wall or support beam?

Also, after sketching my own small CQB MOUT facility, (which is probably under-equipted) your going to need a lot of buildings and work. Drop a mil is under what youd need. Mine has 8 small onestory houselike structures, 2 two story storage facilities, and one large factory/office building with loading dock and so forth. This doesnt include the road, open lot, and fencing around the alley ways.
You gotta build a friggin sub division...

To be fair, I have done the math before and less than ten grand will get you a small village of a few multi story houses with four rooms on each floor. Having sheet metal roofs and the rest being merely plywood is fine. So, for less than ten grand you can rival FPTC.

For building, we are going to use scaffolding units for the frames, anchored into the ground. We will stack them for multi story one room buildings, like sniper towers. We will group them together for multi room one story builings. The outsides will be covered with 8 foot tall plywood. I don't know about the roofs yet.

That sounds like a decent way to start. Just remember, four rooms a floor at least, and go for realism. Not the LOOK of realism (that costs a lot of money), but the structure of realism. Meaning, you don't go into a third world country home and see a single 10x10 room with 1 door and four windows, and a ladder to an upstairs the same size. You go in and see an entry room, then maybe a hallway with a few rooms off of it, each with a window or two and one entrance off the hallway. Houses aren't mazes, remember that too.
