Also, while I'm thinking about it, I'd like to suggest a minor AOSC rules change to consider: Allow AT launchers to (temporarily) blow up bases/bunkers.
Such is standard in most other states I've played in, and definitely standard in scenario pball nationwide. The Airfarm, Redfox,Triggertyme (and perhaps a few others) all have enough on-field structures now to make an AT launcher worthwhile for this purpose, and such discourages base/spawn camping (since you can hit and run rather than laying siege and manually eliminating every enemy defender, which is both quite difficult and a morale killer), allows a handful of skilled, stealthy, or lucky players to achieve what currently requires a horde to do (requiring vigilance from your sentries), still requires the enemy to get pretty close (sub-BB range), discourages CQB/bunkering situations, and overall probably slightly increases the number of such occurrences per game, while making each less effective and less time consuming as a whole. Bunkers/bases are treated basically as non-mobile tanks, i.e. you have to actually hit them with the nerf, all inside are dead, and if a base/HQ/CP/respawn point it's out of play until it 'bleeds out' and respawns (10 minutes?), which encourages the enemy to go elsewhere for a bit, and allows the defenders to recover from the successful enemy raid. It's also fairly easy to tell when this happens thanks to the huge WHOOMP-THUNK!! that results. If a regular bunker (not respawn/base/HQ), it can be reoccupied immediately by the still-living (which largely eliminates the need to administer it).
Anyway, just my 2 cents worth.

This sort of rule addition should fall under the game specific ruleset, not a blanket permanent rule. I definitely agree with you that it aught to be a rule for this game, except for the elimination of the structure for any amount of time.
In other words, I propose a modification to fallout's suggestion: For this game (and probably this field in general at large games), any structure hit by a nerf rocket fired at it and scoring a hit on the structure should eliminate all persons within the structure immediately, possibly without the opportunity to be medic healed.
The problem with taking the building out of play for a bit is enforcement/complexity. Remember, KISS. This modification of your suggestion does, however, still accomplish the two goals it seeks: making it harder for large numbers of players to drag out the defense of a structure; and allowing players to seriously affect the tactical situation with one well placed round of a heavy weapon.

On the new rule, Romba we are not aiming for someones face, you aim low and for a bunker. Plus these things are shot at tanks, where it could still hit someone. Same rules apply.
