Rule clarification!

I can see this rule being read in two ways:

1) HQ Camping Discouragement - if an Alpha player storms Bravo's HQ and is eventually shot, Bravo is awarded points. The purpose of this would be to prevent the game from grinding to a halt by spawn encirclement.

2) HQ Storming Incentive - if the Alpha player storms Bravo's HQ and slaughters all who oppose him, Alpha is awarded extra points. The purpose of this rule would be to make each faction's HQ a viable and desirable target for the opposing faction.

I am fairly certain that, knowing Gambler, the 2nd version is the correct one.
